A 400 KB banner that looks flawless in your design file will not upload to Google Ads. The same artwork, supplied as a responsive asset, goes through without complaint. The two formats sit under file rules that differ by more than thirty times, and that single gap explains a surprising share of the time display teams lose between design sign-off plus launch.
Responsive display ads and uploaded display ads solve the same problem from opposite ends. One hands assembly to Google’s systems in exchange for network coverage. The other keeps every pixel under your control in exchange for production work. Choosing between them was once a creative-resourcing question. It is now also a timing question, because Google has started moving Display campaigns into Demand Gen, and the two formats do not carry across on the same terms.
Responsive display ads are asset-based. You supply images, logos, headlines, descriptions, and optionally video, and Google assembles the finished ad at the moment of the impression to fit whichever slot is available.
This is the default Display format, and the assembly happens without human review. Two decisions get separated in the process, which is worth naming clearly. Building the ad is a creation decision you have partly delegated to the platform. Where that finished ad then appears is a distribution decision governed by your targeting and the inventory open to you at auction. Advertisers who conflate the two tend to blame the creative for a placement problem, or the reverse. Google’s responsive display ad guidance extends to more than 3 million websites and over 650,000 apps, alongside Gmail and YouTube.
The practical consequence of automated assembly is that your assets have to work in combinations you never previewed. A headline that reads well beside your hero image may land beside a different image entirely. Asset diversity matters more than asset polish here, and near-duplicate uploads waste the system’s testing capacity.
Uploaded display ads are finished creatives built outside Google Ads and uploaded as files. The layout you export is the layout that serves, in every placement, without recombination.
Google accepts these as image files or as ZIP bundles for HTML5 and AMPHTML creative, and the uploaded ads documentation explicitly states that the trade-off for that control is manual coverage: you get the placements you have designed for, and no others. A campaign running only 300×250 and 728×90 is competing for a fraction of the inventory a responsive ad can reach, even with good artwork.
That constraint is not always a drawback. When the ad has to carry an exact price, a regulatory disclosure, or a layout your legal team has already signed off on, a format that cannot rearrange itself is the point.
The choice turns on three things: who assembles the ad, how much inventory you can reach without extra design work, and whether your creative can survive being recombined.
Responsive display ads require headlines, descriptions, a business name, and at least one horizontal and one square image. Logos, vertical images, and video are optional yet expand where the ad can serve.
The official asset specifications set text limits that are tighter than they look: one to five headlines at 30 characters each, one long headline at 90 characters, one to five descriptions at 90 characters, and a business name at 25 characters. The call to action is generated automatically. Writing to 30 characters that still reads sensibly beside any of your images is closer to editing than drafting, and it is the step most briefs underestimate.
Horizontal and square images must be present. Vertical is optional, and skipping it is the most common self-inflicted reach limit on mobile inventory. Google recommends five to ten images per aspect ratio, which is a meaningfully larger ask than the single hero shot most briefs specify. Video is optional and accepted at 16:9, 1:1, or 2:3, with 30 seconds as the preferred length.
Because assets are recombined without review, the image rules are stricter than for a finished banner. Logos should not be overlaid on images, since the layout may already place one. Text overlays become unreadable at small sizes and can duplicate a headline. Fake buttons that promise functionality the ad does not have will be disapproved outright. Blank space should stay under 80 percent of the frame, and single subjects outperform collages.
Uploaded image ads accept GIF, JPG, and PNG files up to 150 KB each. That ceiling holds at every dimension, from a 300×50 mobile banner to a 970×250 billboard.
The 150 KB limit is the single most common reason an uploaded ad is rejected here’s how to compress a display ad under 150KB and it does not scale with canvas size. Google’s uploaded display ads specifications list the full set of supported dimensions, which runs considerably wider than the handful most accounts actually build.
A handful of these serve only in specific markets. The top banner is a Denmark format; panorama and triple widescreen serve in Sweden; netboard in Norway; and the 750-pixel billboard variants in Poland. Building them for a campaign targeting North America is wasted design time. Which sizes are worth building first depends on where they serve see mobile vs. desktop display ad sizes.
Animation must run for 30 seconds or less. Looping is allowed, provided the animation comes to rest at the 30-second mark rather than continuing indefinitely. Frame rate must be slower than 5 frames per second, which rules out anything resembling video and is why most animated banners are built as a small number of held frames rather than smooth motion. The 150 KB ceiling applies to the entire file, so frame count and file size trade off directly.
HTML5 uploads are gated by account eligibility, which catches many advertisers by surprise. The account must have been open for more than 90 days, have more than $9,000 in total lifetime spend, and hold a clean policy compliance history. Access is granted by application, with a status update within seven business days. The ZIP itself can run to 600 KB across no more than 40 files. Accounts that do not qualify can use AMPHTML instead, which follows the same 600 KB bundle limit.

Google Display Ads campaigns are moving into Demand Gen, with the Display Network becoming a channel inside that campaign type rather than a campaign type of its own.
This is the development that should shape display planning this year. Google began a phased rollout of its migration tool in June 2026, allowing eligible advertisers to voluntarily move their existing campaigns. After that, new Display campaigns can only be created inside Demand Gen, and the remaining eligible campaigns will be migrated automatically. The migration documentation sets out what carries across and what does not.
For format choice, four consequences matter.
Two operational details are worth planning around. Migrated ads count as newly created ads and go back through review, so migrating ahead of a peak trading period is safer than migrating during one. And the migration tool carries roughly 42 days of performance history across, which cuts the relearning period to about one to two days rather than restarting cold. Moving budgets manually forfeits that continuity.
Format choice follows whichever constraint is hardest to move: compliance, creative capacity, or the specificity of the offer.
Display advertisers are not one audience, and the right answer shifts noticeably by category.
Financial services, insurance, and healthcare advertisers usually land on uploaded creative. An approved layout survives intact in every placement, and there is no recombination for a compliance team to review after the fact. The production cost is real, and for these advertisers it is the cheaper of the two risks.
Dated offers and exact pricing belong in the uploaded creative, where the price sits where the designer put it, and the end date is legible. Evergreen prospecting for the same brand is usually better served by responsive ads. Running both, in separate ad groups, is a normal structure rather than a compromise.
When a single designer supports the entire marketing function, responsive ads remove size coverage from the production queue entirely. The trade is accepting layouts you did not approve individually, which most B2B advertisers can live with outside of brand campaigns.
Responsive ads with the vertical 9:16 ratio are actually supplied rather than skipped as optional, and they tend to perform best here because that is where mobile inventory concentrates. The responsive ads report is at the asset level, so optimization is a swap. Uploaded ads report at the ad level, so testing has to be designed in advance.
On the responsive side, Google surfaces performance labels for individual headlines, descriptions, and images once they have served enough to be statistically meaningful, and flags low performers directly in the editing view. The asset management guidance is clear about the workflow: replace the assets marked low rather than rewriting the whole ad. Swapping one weak headline for a different marketing angle is a fifteen-minute task with a measurable outcome.
Ad Strength is the other responsive signal, and it is widely misread. The rating runs from Incomplete through Poor, Average, and Good to Excellent, and Google’s own explanation frames it as feedback on the relevance, quantity, and diversity of your assets during creation and editing. It is a creative completeness check, not an auction input, and it does not by itself determine whether your ad is eligible to serve. Treat a Poor rating as a prompt to review asset variety, and treat Excellent as a starting point rather than an achievement.
Uploaded ads don’t give you that granularity, so the discipline has to come from test design. Change one element at a time, whether that is the background, the headline, or the call-to-action treatment. Hold the traffic until the difference between the variants stops moving. Changing three things at once produces a winner you cannot explain and cannot reproduce.
Placement context deserves a look in both cases. A banner that reads cleanly on an industry publication can seem intrusive in a Gmail inbox, and the placement report is where that shows up before your cost per acquisition does.
The workflow now depends on whether your account is still on a Display campaign or has already moved to Demand Gen, so confirm that before anything else.
Uploaded display ads. The creative is fixed at export, so logos are never repositioned, brand colours are never altered by automated formatting, and no combination of assets appears that your team has not seen. Responsive ads rearrange assets by design, which is what makes them efficient and what makes them inappropriate for advertisers working under tight brand or regulatory control.
No. Responsive display ad image assets are static, supplied as JPG or PNG. Animation is available only through uploaded ads, either as an animated GIF running 30 seconds or less at slower than 5 frames per second, or as an HTML5 bundle if your account qualifies for access.
It depends entirely on the format, and mixing them up is the most common cause of upload failures. Uploaded image ads are capped at 150 KB per file. HTML5 and AMPHTML ZIP bundles are capped at 600 KB. Individual responsive display ad image assets can be up to 5120 KB. The 600 KB figure in particular gets misquoted as the image ad limit, which it is not.
Yes, using separate ad groups for each format. This is a common structure, and it lets you compare cost per acquisition between the two on the same audience while not either format capping the other’s reach.
Static image ads are supported in Demand Gen and carry across. HTML5 uploaded ads are not supported there yet, with availability planned for late 2026, so accounts relying on HTML5 creative should plan a static fallback. All migrated ads go back through the review process regardless of format.
The honest answer for most accounts is that both formats stay in the mix, and the split is decided by category rather than preference. Responsive ads handle prospecting, where reach matters more than layout. Uploaded ads carry the campaigns, and a price, a disclosure, or a brand system must survive contact with the network unchanged. The migration to Demand Gen does not change that logic, though it does set a deadline for any display programme built primarily on HTML5.
